Here is a cheap DIY cable tester.
Just plug in the cable and if it is good, the LED's will light. If there is any problem-short or open-one or both of the LED's won't light.
No need for an on/off switch.
You will have to figure out the series dropping resistor based on the LED's used and the battery voltage used.
