Lost in someone else's residential screw up

At the panel 120/240v 20amp breaker that controls three rooms and was rewired last year, in the restroom all legs of 12/3 AWG wiring are hot, What the? next at the panel the neutral bar was energized so I isolated the neutral and bare copper ground at that point hot testing with a probe showed the neutral and bare ground are actively energized while the hot leg is connected to 20 amp breaker and they are all three still hot at the bathroom line side coming in.

Last, the Bdrm is also on the load side and the one plug in the bdrm only comes hot when you touch the neutral to the neutral bar completing the circuit, yet there is still the activity of voltage on the bare ground, neutral, and hot leg so what is really going on?

Probably a construction screw or nail through the Romex somewhere.
Disconnect the wire from the breaker, neutral and ground bars. Disconnect the wiring at the first room's outlet, then check for shorts in each section of wire individually until you find the shorted section.
