I assume you mean 20 pages of Threads in each forum?

I see though what your saying. Must be a "default view" setting as an advanced search of a single forum will produce more than 20 pages.

Seems like a bug. Following up with vBulletin.
The good news is that a bunch of vBulletin side bugs we've passed on are resolved in the alpha release of 5.2.3. Developers are actively responding to anything we bring up.
