I think with only $1000 in the budget for the entire project, you have no choice but to find some really old school used horn cabs or else build something. Based on what you've said - a couple hundred people and outdoors - I expect you will quickly eat up your budget just trying to get all of the necessary components and be loud enough. You'll probably have to put sound quality and even coverage somewhat on the back burner in order to accomplish other priorities.
