Does the Behringer P16 control units have mix back capabilities?

Ideally, I'd like to use them to control the outputs on the S16s and then feed to wedges or in-ear transmitters.

Hello

If you connect headphone-transmitters or monitors into outputs of P16 it certainly is possible - you will need one P16 for each line.

If possible, I'd like to avoid plugging thing into the P16. I'd like to use the outputs on the S16.

With the P16 you will need to use the UltraNet and so there for you will need to come out of the UltraNet on the back of the s16 via a P16D. this will give you 8 lines for 8 P16's.

No, it doesn't. The p16 is a self-contined standalone mixer that just feeds from the ultranet bus.
