I may simply be overlooking the button/drop box, but I do not see where I can ''rate'' a thread. I like this feature. Do we have it?

It is available but I disabled it, because I found it rarely helpful. The vast majority of users did not bother to rate threads, so the rating ended up being the opinion of one or two people.
If enough people want it, I will turn it back on.
