Sending reverb or any FX return is done just like sending a regular input to a monitor - select the reverb return channel and turn up the Mix send knob associated with the MONITOR MIX you want to send the reverb to. That's it. I suspect your mixerperson knows how but is reluctant to do so for a variety of reasons. Remember that monitors are so the band & singers can hear each other for cue, rhythm and pitch, not so much to replicate the audience experience.
