I suspected the clients were playing the vendors against each other. It happens in every market and with every genre. When a prospect takes your quote or bid and "shops" it with the other guys, you'll NEVER get a gig from them unless you're ridiculously underpriced to begin with.. and that won't stop some of the more shameless customers.
