I theory you could have the doppler effect recorded into the track played by each speaker so a listener at a single speaker would hear doppler lead-in, primary passing sound then doppler lead-out.
You would then just stagger the starting point of each speaker's track to set the overall speed around the circuit. It might not necessarily have to be the correct doppler shift for the speed it's played back but it would seem realistic to a static listener.
