Can't hear any guitars from the video, from what Dee says "I'm hearing a lot of extra guitars over here", it sounds like they were coming through his wedges, which be a mis-patch if Dee was hearing their inputs. Maybe TS was on IEMs and Europe's IEMs were on the same freq?
Normally the other band would line-check their stuff silently, and I doubt Dee would be able to hear their amps way over on that other stage unless they were piped into his monitors...

Normally, but there are some exceptional wankers out there.
I worked a two stage side by side show where the headliner's guitar roadie decided to test each rig (two guitars and bass) at full tilt boogie during nearly the entire set of the group playing on the other stage, and it definitely could be heard by everyone, on the other stage and in the audience.
From the response of Europe's guitar roadie and the crowd, Dee did get the point across to "put the fucking guitars down, this is my fucking show".
