Is there an application or plug in that allows a user to hum or whistle a tune and convert the info to midi? If so im working on a really sick horn solo.

Yes - apps like Melodyne let you do this (there are variants of the melodyne concept built into a few DAW's.
For instance, with Studio One, you could sing a melody, run Melodyne, and it will optionally convert it to MIDI on a new track. I have done this to create scratch tracks for songwriting ideas - for instance, hum a bassline, convert to midi track, assign to virtual bass instrument.
Pretty easy to do.
