Are there different electrical standards in the film/ photo industry?

Submitted only as facts with no commentary or opinions. I have removed the name of the company and changed the title in the interest of getting opinions. Usually any electrical or rigging question elicits a ton of responses, so I'm trying a "safer" route.

We had a pro photoshoot through several of our venues this afternoon. In addition to what is shown below, the cams were connected and disconnected several times while hot, with the explanation that since they were placed in a plastic cart it was safe. As the gennie was only used outside of the venues and technically under township supervision, I did not intervene. I did offer to rewire the ground, and was told it was fine.
