Hello.
Does anybody have any good techniques for keeping yourself cool in especially warm venues without air conditioning?

A low cost and portable solution, while not as good as a real air conditioner, might be one of the "evaporative" designed mini coolers.
There are a variety of options on Amazon and from other sellers in the $50+ range. While not great, if it's just for your personal use it is a little better than a fan in my experience, and something that is easy to pack.

If you want something more professional (albeit waaay more expensive), look into Zero Breeze products.
