If the system sounds bad it's because the components were chosen poorly and/or installed incorrectly and/or adjusted improperly and/or operated without much skill.
The same applies to "real" PA systems, too.
70V paging horn systems can sound very good and do their job effectively, it just doesn't happen very often.
The general population seems to accept poor quality public address sound, even when the system is in place for important information or even emergency warnings. Any jackass with 300 bucks and zero experience can buy a 30W 70V amp and eight small horns, and then attempt to provide sound reinforcement for a race track. Most people would not try to use the same budget for gear to run a band or DJ setup.
Edit: I'm not referring to the OP as a jackass! The jackass is likely someone's mom or dad or your brother-in-law with no audio experience whatsoever. Sorry if my comments sounded angry or unclear.
