I'm guessing a crossover but hard to tell with the picture quality. 2nd guess would be a reverb of sorts.

I think it's a TC Electronics M or C series FX unit, the knobs and the front panel kind of look like those.

If you could provide a photo with reasonable focus, resolution and light it would be easy to identify. Unfortunately the photo you posted possesses none of those qualities. Maybe a TC compressor? Who knows.
