ive found rustoleum black semigloss spray paint is pretty close. its not perfect pretty darn close for an off the shelf product.

Warnex waterborne medium texture black, made by Warnecke & Böhm (http://www.wb-lacke.de).
The smooth base coat is sprayed with high pressure / low volume, and after that's dry the texture is done with low pressure / high volume.
