The "analog outs" in the routing setup are the same as on the S16. Like you said, they are not completly independant. The X32 is build from 8 channel boards (4 x inputboards, 2 x outboards f.e.). So maybe it is a hardware limitation. In addition, the X32 is a desk, that targets the MI market. So it was designed by default for an easy and intuitve operation. So Behringer walks on a fine line between easy operation and maximum features and I personally think, they do it quite well. On one hand we got experienced user that like to have the possebility to "route themself into Nirvana" and on the other hand there are weekend worriors, that just made the switch from analog to digital and are struggeling with questions like "what is an DCA". So for the price tag, the X32 offers quite a lot but not everything, that a professional user might need. The Midas Pro2 is also a nice desk
And remember...you always have some aux sends on the desk, you could use these for direct outs or matrix outs.

I apologize as my post did not contain my entire thought. I understand what you are saying is possible, but what they told me and that I somehow failed to mention is that it is mirrored off the rear panel connectors of the X32. What if I need those outs at FOH, but need completely different ones at each S16. That is where it gets shady. Even the guys at the support desk were a bit puzzled about this. Does that make sense? Shouldn't you be able to freely assign any signal to ANY output, be it local or remote? Again, my thought for "expert mode" is to eliminate the limitations of the blocks of 8 configuration. I can see where right now I need to have 4 direct outs sitting beside 2 matrix outs sent to the same S16. As it stands now, I can only do one or the other without tying up other outs at the desk.
